Increasing Public Tuition in Higher Education: An Alternative Approach to the Equity Issue

Abstract

Certain national study groups have recently recommended raising substantially the tuitions in public universities and colleges. The authors analyze the probable impact of such recommenda tions, viewing public tuition as a form of taxation, and conclude that the middle-income student and his/her family would bear a disproportionately large share of the burden resulting from a substantial increase in public tuitions.
