Abstract
Modern systems theory tells us that the manner in which infor mation is used is a key determiner of organizational function. There is always an information system, whether it is formal, infor mal, or both, and its operation always effects the organization's success in meeting its goals. In this article, issues related to the improvement of educational information systems are discussed. The author is Professor of Education at The Pennsylvania State University and is Director of the Center for Cooperative Research with Schools, a unit of the College of Education concerned with systems applications.
