Abstract
The search for a viable, consistent rationale in patterns of edu cational governance has been matched by a growing demand for a defensible conceptualization of preparation program in education al administration. This article promotes the policy science approach to trainingas (1) the logical extension of past preparation emphases and (2) a means of combining the best of systems and political analysis. Dr. Wiles is an associate professor of education at Virginia Polytechnic Institute and State University and is responsible for program development in the area of school administration.
