Abstract
The author interprets the contemporary issues in school finance as functions of three phenomena: (1) educational needs of individuals and society, (2) governance, and (3) ecological characteristics of the popula tion. He emphasizes the logical order of issues and the necessity for resolution of the total complex of them. He is Director of the Bureau of Educational Research, and Professor of Educational Administration and Supervision, College of Education, University of Illinois, Urbana.
