In his reading of Bertram M. Gross's two-volume study The Managing of Organizations: The Administrative Struggle (New York: The Free Press, 1964) Professor Lipham finds that the author fails to accom plish his primary objective and offers few new insights to the reader. Mr. Lipham is chairman of the Department of Educational Administra tion at the University of Wisconsin.
