Abstract
A comparative case study explores the inter-organizational relationships among a research and development center, state education agencies, teacher education institutions, and local education agencies involved with diffusing a complex organizational and administrative innovation—the multi-unit school. A heuristic approach was used to describe diffusion, linkage, structure, and capability. The efficacy of the approach and recommendations for future research are discussed.
