Does the Central Office Staff (COS) constitute groups of isolated and passive specialists or has it cornered the power market on educational policy as claimed in Gittell's studies in the late 1960's? This article explores the impact of the COS on educational decision making in a medium-sized city from an "insider's" perspective and sets forth several testable hypotheses.
