Metropolitan areas are often plagued in their educational efforts by the plethora of governmental bodies that have some say in matters educational. Dean Reller describes the problems faced by the London metropolitan area, the work of the Royal Commission, the Parliamentary Act of 1963, and the structure and functioning of the Greater London Council, all in the context of the education service.
