Abstract
What changes are occurring in the types of services state education agencies provide to personnel serving the mentally handicapped? Will SEA's continue to monitor local school district programs for the mentally retarded? These and other questions are addressed by Judy Schrag, Assistant Superintendent of Public Instruction, Special Services, Washington.
Dr. Schragholdsmaster's and doctorate degrees from the University of Idaho. Her areas ofconcentration were in elementary education and special education. Other professional experience includes experience as an elementary teacher, a localdistrict director of special education and six years as statedirector ofspecial education in Idaho. Professor at Utah State and Washington State Universities, President of the National Association of State Directors of Special Education, officer of various CEC chapters, and consultant to and director of numerous federal projects, Dr. Schragcurrently serves as a member ofthespecial education advisory committee, Chief State School Officers, and as a member of the nationalfield input team, Title I, PL 89-313, Office of Special Education. She is consulting editorfor CEC's Special Education in Transition publication series.
