Witch drownings and the rock pile were once thought to be enlightened penology. Road gangs and the lash are still used in certain areas but are on the way out. The juvenile court and the indeterminate sentence were revolutionary innovations only a few years ago. Change is a constant in the criminal justice system. What lies just ahead?
