Abstract
This paper is intended to provide some guidelines for developing programs to rehabilitate, or change the behavior of, youthful offenders. The first section analyzes the principles of reward, punishment, and group pressure, stressing their com bined use. The second section discusses the need for rigor and reviews certain factors that play a key role in the effectiveness of reward and punishment. Among these are environmental and developmental trends, consistency and immediacy of reward and punishment, and the continued use of rewards and punish ments with high generalization potential.
