Abstract
If we are to avoid further polarity of police and poor non whites we must begin by reviewing the available options aimed at reconciling them. Two such options are discussed: (1) placing between police and the disaffected community an intervening governmental agency such as a community relations unit, a civilian review board, or an ombudsman and (2) educating police and community leaders so that they may better understand each other, thereby modifying antagonisms and procedures. Nei ther option can be effective by itself, nor are the options dis cussed here to be considered exhaustive. Clearly a mix of avail able options is needed, as well as further constructive innova tion.
