Abstract
Most criminals are in desperate need of attention, educational assistance, self-insight, and awareness of realistic goals. The Ohio prison system does not come close to meeting these needs. It has antiquated or ill-designed buildings; underpaid and insufficient staff ; a pitiful shortage of vocational training facilities, equip ment, and personnel; and a prison industries system that gives the inmate no useful work skills or work habits. Our society has been penny-wise and pound-foolish in handling lawbreakers. Unless we wish to perpetuate crime, our prisons must have ade quately trained and paid staffs. Institutions must be small and located in or near cities. Universities, businesses, and labor unions must be closely drawn into the correctional process. Advantage must be taken of skilled volunteers and of social and religious groups.
