Abstract
Under a slightly ruffled surface, the legal system is in ferment. National focus on the plight of the indigent defendant, the void in legal services for the poor, the dearth of treatment facilities, and antiquated correctional systems have converged with signifi cant impact on the staid and settled ways of the justice system. Suggestions considered outright heresy a few years ago are today regarded only as unorthodox.
