Abstract
The article discusses the importance of rules, regulations, and operational procedures in the effective administration of a de partment of correction. Influences on the development of rules and regulations and resistance to change are examined. Sections of the Standard Act for State Correctional Services which deal with administration and establishment of rules and regulations governing a department of correction are discussed. Finally, the relationship between rules and regulations and effective commu nications is outlined.
