Abstract
Parole selection and release procedures take place within both a formal system (rules, regulations, statutes, norms) and an in formal system (attitudes of parole board members, public sen timent, custom, and values). The interaction of these two systems forms the basis of a decision regarding whom to select or release on parole. This formal and informal process of selec tion is analyzed in an attempt to disclose the kinds of behavior expected of the board members and the potential parolees. Particular reference is made to the procedures used by Indiana's first full-time parole board.
