Abstract
Political scientists interested in measuring political stability over time have been concerned with changes in vote or seat shares only. Some have also considered number of contestants or parties and have used measures such as average change or per party change. But an important aspect of political stability, namely, the continuity of political actors, has always been ignored. This article takes both the overlap in vote or seat shares and continuity of actors into consideration in developing a new index of political stability.
