Abstract
Many of the problems today are student inspired and family condoned. What well-meaning young teacher would make a house call to a ghetto residence where neither the student or the family cares one iota about education. If we gave housebound teaching to all the disruptive students in the Philadelphia schools, we'd need 50,000 teachers on 24-hour shifts. How do you convince the teacher to be tough and firm when he or she stands up in front of a classy she is terrified of her pupils, many of whom are nearly her age and a lot bigger. There are not enough psychiatrists in the U. S. A. to help all disruptive children in one of our larger cities.
