China’s Constitutional Amendments and Their Implications

Abstract

China’s fourth constitutional amendment in 2004 consists of a series of significant revisions, such as the incorporation of Jiang Zemin’s ‘Three Represents’ and the commitment to respect and protect human rights and lawful private property. Like the previous three amendments since 1982, the latest amendment is a natural result of China’s rapid development in terms of economy and society. It also comes at a time when China is seeking a ‘peaceful rise’ under the leadership of the fourth generation centred around President Hu Jintao. It will contribute not only to China’s social stability and economic growth but also to the build-up of China’s international status.
