Abstract

An easytoverify criterion is proposed for a not necessarily connected block design to be X^-1balanced and its connection to the existing criteria is brought out. An example of a disconnected PBIBD is given which is X^-1balanced for a family of matrices X that includes a constant multiple' of identity matrix so that the PBIBD happens to be variance balanced.
