The concentration of federal Research and Development in defense and space activities, contrary to popular belief, does not act as a stimu lant to economic growth and does not effectively provide work for un employed men and resources. Professor Etzioni, of Columbia University, concludes that a meaningful start in the war on poverty requires the "de-orbiting" into the welfare sector of a substantial amount of space and defense R & D funds.
