Dr. Dubester, Chief of the General Reference and Bibliography Division of the Library of Congress, is a leader of the current movement to rationalize the basic processes of scientific intelligence. Here he explains the foundations of librarianship and the new ventures into computer installations, systems for conserving the resources of the searching scholar, and massive interlibrary cooperation.
