Abstract
Arthur I. Waskow, member of the Senior Staff of the Peace Research Institute and author of The Limits of Defense, examines some hypotheses on the effects a large, civil defense program might have upon democratic institutions. He sets forth some pos sibilities for research on these hypotheses and points out that the hypothesizing and research itself may affect policy.
