Abstract
The Director of the Washington Public Opinion Laboratory, at the University of Washington, describes a project to develop a scientific instrument designed to ascertain the nations hierarchy of goals, relying on polling in depth. The proposed project is based on a number of supporting and explanatory studies and is currently seeking financial support.
