Abstract
The Senate Foreign Relations Committee has made an ambitious attempt to tap the academic community for information and advice on foreign policy. The twelve studies that resulted have certain drawbacks as social science, yet they also can have some influence upon the content of American foreign policy and upon future methods of shaping polic y. The author is presently a Research Fellow at Harvard's Center for International Affairs.
