Abstract
Models are inventions that, having worked well in economics, may make major contributions to our knowledge of the political world. There is, how ever, no presumption that models are a good in themselves. Like man's other tools, they must be judged on their utility. Their assumptions, reasoning and conclusions are analyzed.
