Abstract
The Amphibial State is neither capitalistic nor socialistic, but a stable inter mediate organization that extends to its citizens a full range of both political and economic liberties. The author both prescribes such a state and outlines research towards implementing it—and makes certain assumptions that our readers may wish to challenge.
