Abstract
Psychologically, Germans were unprepared in 1950 for the thought that the defense of Europe required their active participation. Now the over whelming majority favor the re-creation of a German army as part of the NATO command. An important factor in this change of attitude was the restoration of sovereignty in 1955. Principles underlying participation are that German troops are to be used for defense only and that the people will enjoy protection on a par with that given other NATO partners. The will and the means of common defense will be strengthened by growing economic and political stability stimu lated by the European common market plan.—Ed.
