Abstract
The first part of this paper discussed the ideas of a theoretical domain and a causal locus in that domain as a philosophical basis for measurement theory. This part discusses the difficulties created for measurement theory by the fact that time plays a different role in different functional forms of equations for stating causal relations in a theoretical domain. We then turn to a redefininon and critique of traditional measurement concepts in terms of our philosophical position and of our analysis of the role of time in causal theories.
