The Model State Emergency Health Powers Act is a draft for discussion prepared by the Centers for Law and the Public's Health at Georgetown and Johns Hopkins Universities for the Centers for Disease Control and Prevention (CDC) to assist the National Governors Association (NGA), the National Conference of State Legislatures (NCSL), the Association of State and Territorial Health Officials (ASTHO), and the National Association of County and City Health Officials (NACCHO). Members of the National Association of Attorneys General (NAAG) also provided input and suggestions to the drafters of the Model Act. The language and content of this draft Model State Emergency Health Powers Act do not represent the official policy, endorsement, or views of the Center for Law and the Public's Health, the CDC, NGA, NCSL, ASTHO, NACCHO, or NAAG, or other governmental or private agencies, departments, institutions, or organizations which have provided funding or guidance to the Center for Law and the Public's Health. This draft is prepared to facilitate and encourage communication among the various interested parties and stakeholders about the complex issues pertaining to the use of state emergency health powers.
