The history and progress of the Montreal Protocol negotiations and the formation, objectives and history of the Pharmaceutical Aerosol CFC Coalition (PACC) in the United States, and its European counterpart, the International Pharmaceutical Aerosol Consortium (IPAC) are discussed within the background of the essential medical use of CFCs in Metered Dose Inhalers.
