Abstract
Despite abstention from the Kyoto Protocol by the United States, scientific consensus about global climate change has driven the rise of a complex slew of state and regional greenhouse gas markets, as well as voluntary emission offset activities by public and private entities. These activities have in turn put pressure on federal action, which is widely expected to be implemented following the 2008 U.S. Presidential election.
