How can data skills be trained effectively? Using open data in the classroom for public affairs education

Abstract

Public affairs education grapples with adapting to dynamic environmental changes to adequately preparing students for the job market. Fostering a profound understanding of data skills is crucial for public affairs students, aligning with the increasing global importance of open data and evidence-based policy initiatives in public sectors. This article delves into a case study of a course module designed to bolster data analysis skills taking advantage of open data for Master of Public Administration students and assesses the effectiveness of the materials and approach of this module. Findings indicate that the module is effective in facilitating learning of technical skills of data visualization and, to a lesser extent, of the understanding of data nature and limitations. Students also identified a clearly structured class format with an appropriate instructional tools and materials as key enabling factors for their learning and emphasized the need for individualized assistance to maintain motivation.
