An article entitled “When Theory Becomes Static,” written by Robert Geeslin, appeared in this journal, Summer, 1970 and was a critique of the HEW's Targeted Research and Development Program on Reading. The article below is a critique of Robert Geeslin's article and describes this project as a design to furnish a broad base for further research and as a flexible structure capable of modification through experience.
