Abstract
The Gypsies of eastern Europe have become scapegoats for the ills of post-communist society; governments do little to combat the attacks and pogroms that have become commonplace. When they flee to the West, they are not welcome in countries where centuries-old discrimination against Europe's largest- and one of its oldest - minorities still persists
