Abstract
Scientists who wish to emigrate from the Soviet Union are frequently denied exit visas on the grounds that they have had access to ‘state secrets’. But these grounds for ‘refusal’ have in many cases been shown to be spurious. What refusenik scientists want is a just and consistent ruling on the security issue.
