Abstract
Accurate information about the curtailment of civic rights and the suppression of academic freedom in India under the Emergency Regulations is hard to come by, owing to the censorship imposed in June 1975.
A letter from New Delhi received in London last September tells of arrests among the staff of the University of Delhi. With it, we print the text of a circular letter sent earlier that month by the Ministry of Education to all heads of colleges at the university.
