Circular 35/62. This document is similar in content to the parallel advice given to counties in relation to the first review: cf. the earlier circulars, L.G.A. 15, 24 and 42. But in 1962 the tone is firmer. The earlier circulars seemed to assume that the review would not be fully effective, perhaps because of the exclusion of boroughs.
