Abstract
An understanding of the operation of institutions is of central importance in analyses of environmental policy. The modelling of institutional behavior, however, is confronted, among other things, with the problem of rapid structural change. Specific approaches to modelling, such as real-time and rapid modelling, appear to be necessary to cope with the methodological consequences of this problem. In this paper it is shown that real-structure modelling can be used to provide a valid simulation of a situation of rapid structural change, taking a waterworks coping with nitrate compounds in drinking water as an example.
