Four partial models of the relationship between transportation and land use are presented, each representing a different slice of a single unified view of the basic theory in the field. Attention is given to transportation as a provider of access and as a consumer of land, both with and without variations in relative levels of capital intensity. The intent is to provide a normative framework for evaluating transportation policy as it affects land use.
