Abstract

Globalisation generates a series of threats in cyberspace, which could potentially lead to cyberwar. This paper maps these threats, assesses the EU's stance on cyberspace and provides potential policy directions for the future. The EU could increase its cyber-defence capacity and scope through the creation of an EU cyber-command that would centrally coordinate operational capacity in cyberspace in order to pursue the development of hard and offensive cyber-power.
